"There is no formal public inquiry into the Guildford pub bombings — the UK government explicitly declined one in October 2025, stating that the ICRIR (Independent Commission for Reconciliation and Information Recovery) is the primary route for legacy investigations.  The ICRIR, created under the Northern Ireland Troubles (Legacy and Reconciliation) Act effective May 2024, has been investigating the case since September 2024 and is the closest current equivalent. 

Key recent developments:

January 2025 – DNA was discovered on the timer of one of the bombs, and a profile was developed that matched an individual on the Police National Database.  The ICRIR confirmed it was "currently investigating the case of the Guildford pub bombings."

August 2025 – The ICRIR revealed that new forensic testing had identified several prime suspects (now in their 70s and 80s) linked to the Guildford bombings and other IRA attacks in Britain between 1974–76, based on bomb-making construction methods.   

Deputy Commissioner Keith Surtees said there was "the real prospect of finally bringing" IRA members involved in about 70 bombings and shootings to justice.

The ICRIR is seeking greater cooperation from the Irish Government (Garda Síochána, military intelligence) to pursue the cases further.  

 

The government has announced it will repeal and replace parts of the Legacy Act (removing the amnesty for witnesses) while keeping the ICRIR (to be renamed the "Legacy Commission"), which would allow prosecutions to resume based on its findings. 

Background: The previous official inquiry was the Sir John May Inquiry (1989–1994), which found the convictions of the Guildford Four and Maguire Seven were secured through a conspiracy to pervert the course of justice.  A coroner's inquest concluded in July 2022 found the five victims were "unlawfully killed" and the bomb was planted by a "courting couple" of IRA members.  No one has ever been convicted of the actual bombings."
